Inspector General of Police finds it impossible to express any definite opinion, as it would depend upon the nature of the offence, the character of the offender, and other circumstances, but he has made a note of the suggestion for considera- tion in the future. He is of opinion that it would be obviously unsafe and impracticable to adopt this course in transmitting prisoners by mail steamers. He also considers that there would be a further difficulty in procuring extradition without the identity of the accused being established.
